If the council comes to know through any means that a health practitioner has violated the professional conduct according to rule 13 or has been registered as a health practitioner in the council's registration book according to section 19 of the Act, the council shall carry out the necessary investigation and submit a report under the coordination of one or more members. A three-member investigation committee will be formed.
